Learn to make the Web effect seen above
01:
Start by opening a new document 600x600 pixels. Hit
CTRL+R (to show rulers). On the X axis of the rules
(the top) hold the mouse down and drag a Guide Line
down to 300pixels on the Y axis (the left side)
02:
Make a new layer.Set #33FF33 as forground color and
black #000000 as background color. Fill the new layer
withblack and the background with the green color.
03:
Make a 3rd layer and select the Single Row Marquee Tool.
Select a line in the middle of the document and fill
it. Deselect (CTRL+D) and Edit>Transform>Rotate
the layer. Hold SHIFT while rotating, this should rotate
the line in 15 degrees increments.
04:
Select the Single Row Marquee Tool again and make another
line in the middle. Rotate again and rince repeat till
you have this:

05:
Now hold SHIFT down while you click on the layer with
the lines in it to select them. Go to the Black layer
and hit backspace to delete the selected area. Make
the line layer invisible. Press CTRL+D to deselect the
lines.
06:
Hold SHIFT down and click on the black layer (make sure
you are in the black layer)
07:
Click Filter>Distort>Twirl and apply this:

08:
You can get alot different images with different values
here, so play around with it a bit.
09:
At this point i copied the twirled layer. Clicked Edit>Transform>Flip
Horizontally on the new layer.
10:
Hold CTRL and click on the new layer to select it. Click
Select>Inverse or CTRL+SHIFT+I. Now move to the original
layer and hit backspace to get this effect.

You can get
alot of different final images with a little playing
around at this point
