00: In this tutorial I will show you how to make the effect above.

01: Start by opening a new document I did 600x600 pixels

02: Click Filter>Render>Clouds

03: Then apply Filter>Artistic>Plastic Wrap with these settings:

04: Click Filter>Stylize>Find Edges. Press CTRL+I to invert the colors.

05: Now For the colors. Click CTRL+U or Image>Adjustments>Hue/Saturation and apply this:

06: You should have something like this now:

07: To get my final image duplicate the layer, rotate the new layer 180 degrees. And set the Layer Blending options to Exclution. You should now have this:
