PHOTOSHOP>Neon Blue

00: Learn to make the Neon Blue Glow effect seen above.

01: Start by opening a new document in 600x600 pixels.

02: Make a new layer. Press D to reset the color palet

03: In the new layer press Filter>Render>Lens Flare and apply these settings:

04: Now click Filter>Artistic>Plastic Wrap and apply these settings:

05: Duplicate the layer and set layer option to overlay.

06: Go back to the lower layer and press CTRL+U (or Option+U on mac). to get Hue/Saturation up. and apply these settings (or which ever colors you like). Remember to check colorize.

07: You should now have something like this:
